The first workshop centered on the structural contexts and overarching objectives of the ¿nationalization¿ initiatives by dealing with the political and socio- economic frameworks of the GCC countries and their respective development trajectories, particularly in relation to economic diversification and regional integration. It focused on the following questions:
- What are the bases and objectives of the nationalization plans in each of the six GCC countries?
- How do they mesh with the countries' overall economic development strategies, diversification plans, and attempts at regional integration?
- What are the structural deficiencies in these nationalization plans that might have hindered their effectiveness to date?
By addressing these questions the launching workshop set the stage for the more detailed examination of effects and outcomes to be undertaken in Workshops II, III, and IV.
